ABOUT THE PROJECT

Papua New Guinea is home to some of the world's largest remaining tropical rainforests and significant biodiversity. Many rural communities depend on forests and natural resources for their livelihoods. However, deforestation, climate change, limited infrastructure and governance challenges continue to affect sustainable natural resource management. Oxfam France, in partnership with Oxfam in the Pacific, will deliver the Forest Connect project. The project supports the European Union's FCCB programme by strengthening the capacity of communities, civil society organisations and private-sector actors to participate in conservation-compatible economic activities and climate-resilient land management. 

ABOUT THE ROLE

The Finance Coordinator will be responsible for the day-to-day financial management of the Forest Connect project, ensuring strong financial control, compliance with European Union donor requirements, accurate reporting and effective oversight of partners and grantees. The role reports to the Senior Program Manager, works in a matrix arrangement with the Finance Lead and provides direct supervision to four Finance Officers. The position is regionally based.

The Finance Coordinator will support the Senior Project Manager with budget oversight and financial planning while ensuring alignment with Oxfam's financial systems, policies and procedures throughout the project lifecycle.

 

KEY RESPONSIBILITIES

Financial Management and Oversight

• Manage the day-to-day financial operations of the project.

• Ensure financial transactions are recorded accurately and supported by appropriate documentation.

• Maintain strong financial controls, complete audit trails and reliable financial records.

• Monitor expenditure against approved budgets and address emerging financial issues.

 

Budgeting and Forecasting

• Support the development and management of project budgets.

• Prepare regular financial forecasts and cash-flow projections.

• Track budget variances, analyse their causes and provide practical recommendations.

• Support the Senior Project Manager with financial planning and budget oversight.

 

Donor Compliance and Reporting

• Ensure compliance with European Union donor financial requirements and applicable Oxfam policies.

• Prepare accurate and timely financial reports for management and the donor.

• Support donor and organisational audits and maintain ongoing audit readiness.

• Identify financial compliance risks and coordinate appropriate corrective action.

 

Grant and Partner Financial Management

• Oversee the financial aspects of grant disbursements.

• Support financial due diligence and capacity assessments of grantees and project partners.

• Monitor partner and grantee financial reporting, expenditure and compliance.

• Provide guidance and capacity support to strengthen partner financial-management practices.

 

Team Leadership

• Provide direct line management and supervision to four Finance Officers.

• Allocate responsibilities, monitor performance and ensure timely delivery of finance activities.

• Coach and support the professional development of finance staff.

• Promote an inclusive, collaborative, accountable and high-performing team environment.

 

Systems and Process Management

• Ensure adherence to Oxfam's financial policies, procedures and systems.

• Strengthen project financial systems and processes to support efficient delivery and compliance.

• Maintain accurate documentation and records for all project financial activities.

• Contribute to continuous improvement in financial controls and reporting processes.

 

Coordination and Matrix Working

• Work closely with the Finance Lead for technical guidance and compliance oversight.

• Work closely with the Senior Project Manager to align financial management with programme delivery.

• Coordinate with Programme, MEAL, Safeguarding and Communications teams.

• Maintain productive relationships with project partners, auditors and donor representatives.

• Ensure project financial management remains consistent with organisational and donor standards.

 

ABOUT YOU

• Essential qualifications and experience:

• A bachelor's degree in Accounting, Finance or a related field.

• Five to seven years of experience in finance or accounting roles, preferably within an NGO or development context.

• Experience managing the finances of donor-funded projects; European Union or similar donor experience is preferred.

• Strong experience in financial reporting, budgeting, forecasting, financial controls and compliance.

• Experience managing or supervising finance staff or teams.

• Familiarity with grant financial management and partner finance systems.

 

Core competencies

Strong analytical and financial-management skills, a high level of accuracy and attention to detail, the ability to work effectively within complex compliance frameworks, and strong coordination, communication and relationship-management skills. The role also requires the ability to manage competing priorities and deadlines.

 

Desirable qualifications and experience:

A professional accounting qualification such as CA, CPA, ACCA or equivalent is desirable. Experience with European Union-funded projects or similar institutional donors, work in Papua New Guinea or comparable operating contexts, knowledge of grant-management systems, and experience supporting audits and compliance reviews will be highly regarded.
