ABOUT THE PROJECT

Papua New Guinea is home to some of the world's largest remaining tropical rainforests and significant biodiversity. Many rural communities depend on forests and natural resources for their livelihoods. However, deforestation, climate change, limited infrastructure and governance challenges continue to affect sustainable natural resource management. Oxfam France, in partnership with Oxfam in the Pacific, will deliver the Forest Connect project. The project supports the European Union's FCCB programme by strengthening the capacity of communities, civil society organisations and private-sector actors to participate in conservation-compatible economic activities and climate-resilient land management.

ABOUT THE ROLE

The MEAL Officer will design, implement and maintain the Forest Connect project's monitoring, evaluation, accountability and learning systems. The role will ensure accurate performance tracking, strong data quality and evidence generation, compliance with donor and Oxfam in the Pacific reporting requirements, and continuous learning to support adaptive management.

The position is based in Papua New Guinea, reports to the EU FCCB Project Manager and works in a matrix arrangement with the MEAL Coordinator. The role has no direct reports.

KEY RESPONSIBILITIES

Monitoring and Evaluation Systems

• Develop and implement the project MEAL framework, plans, tools and processes.

• Track progress against approved indicators, targets, outputs and outcomes.

• Ensure timely and accurate data collection and reporting in line with donor and Oxfam requirements.

• Capture stories of change, impact stories and other qualitative evidence.

Data Management and Quality

• Manage project data systems, databases and records.

• Ensure data is collected ethically and is accurate, reliable and complete.

• Conduct regular data-quality checks, verification and validation.

• Maintain appropriate controls for data security, access and confidentiality.

Reporting and Donor Compliance

• Support the preparation of European Union donor reports and internal reports.

• Analyse project data and provide clear evidence for reporting and decision-making.

• Ensure reporting aligns with donor requirements, the project logframe and approved indicators.

• Maintain complete supporting evidence and documentation for reported results.

Learning and Knowledge Management

• Capture and document lessons learned, good practices and emerging insights.

• Support project reflection, review and learning processes.

• Translate monitoring and evaluation findings into practical recommendations.

• Contribute to the development and dissemination of knowledge products.

Accountability and Feedback Mechanisms

• Support the establishment and management of community feedback mechanisms.

• Ensure communities and stakeholders can safely and meaningfully provide feedback.

• Monitor complaints and feedback and support timely, appropriate responses.

• Analyse feedback trends and recommend improvements to project delivery.

Capacity Building

• Train staff, partners and grantees on MEAL tools, systems and processes.

• Support partners with data collection, reporting, evidence and documentation.

• Assess and strengthen partner MEAL capacity through coaching and practical guidance.

Coordination and Matrix Working

• Work closely with the Senior Project Manager, programme teams, project partners and the MEAL or Programme Quality Lead.

• Coordinate with Finance, Safeguarding and Communications colleagues to support integrated project delivery.

• Maintain productive relationships with community stakeholders, donor representatives and project partners.

• Ensure project MEAL systems remain aligned with Oxfam standards and organisational systems.

ABOUT YOU

Essential qualifications and experience:

• A bachelor's degree in Development Studies, Statistics, Social Sciences, Monitoring and Evaluation or a related discipline.

• Three to five years of experience in monitoring, evaluation or programme-quality roles.

• Experience in data collection, analysis, interpretation and reporting.

• Experience working on donor-funded programmes; European Union or similar donor experience is preferred.

• Strong understanding of results frameworks, logframes, indicators and data management.

• Knowledge of accountability and community-feedback mechanisms.

• Experience working with project partners and field-based teams.

Core competencies

Strong analytical and data-interpretation skills, excellent attention to detail and data accuracy, and the ability to translate evidence into practical insights and learning. The role also requires strong training, facilitation, communication, coordination and stakeholder-engagement skills.

Desirable qualifications and experience:

Experience in climate, conservation or development programmes is desirable. Experience supporting baseline assessments and evaluations, together with familiarity with digital MEAL tools, data systems and donor reporting, will be highly regarded.
