ABOUT THE CONSULTANCY
Our client, Oxfam in the Pacific, is partnering with the Vanuatu Climate Action Network (VCAN) to support the next phase of institutional development for the national climate coalition. Since its establishment in 2012, VCAN has benefited from Oxfam's coordination, capacity building, and funding support, including through the PACCCIL programme, enabling the network to grow in effectiveness and reach.
OBJECTIVE
VCAN is reviewing its 2026–2028 Strategic Plan, including the development of a clear and practical roadmap to support sustainable independence and long-term impact therefore seeking an experienced Consultant to lead this strategic review and transition planning process, working closely with VCAN leadership, the PACCCIL Project Coordinator, and the VCAN Board.
PURPOSE and SCOPE OF WORK
The purpose of this consultancy is to review and update VCANs Strategic Plan and to develop a clear, practical roadmap that supports organisational effectiveness, sustainability, and leadership in climate action.The consultant will conduct a structured desktop review and stakeholder consultation process to:
- Clarify VCANs strategic goals and priorities in line with its vision and mission.
- Develop a transition framework to support sustainable and autonomous operations.
- Propose an organisational and governance structure that promotes accountability and effectiveness.
- Strengthen leadership, management, and decision-making arrangements.
- Identify funding and resource mobilisation strategies to support long-term sustainability.
- Enhance stakeholder engagement and coordination mechanisms
- Establish monitoring, evaluation, and learning systems to track progress and impact.
- Develop a phased implementation roadmap for 2026–2028 with defined milestones.
REQUIRED EXPERIENCE AND COMPETENCIES
The ideal Consultant will demonstrate a combination of relevant qualifications, sector experience, and practical delivery skills, including:
A. Qualifications
- A postgraduate qualification in a relevant fields i.e: organisational development, public policy, international development, climate change, environmental studies, governance, or a related discipline; or equivalent professional experience.
- Demonstrated additional training or certification in strategic planning, facilitation, monitoring and evaluation, or organisational change is desirable.
B. Professional and Industry Experience
- Demonstrated experience leading strategic planning, organisational development, or institutional strengthening processes, preferably within civil society, non-profit, or networked organisations
- Experience working in climate change adaptation, resilience, disaster risk reduction, environmental governance, or related development sectors
- Proven experience working with or supporting coalitions, networks, or membership-based organisations
- Experience engaging with diverse stakeholders, including government, civil society, donors, and community-based organisations
- Experience working in the Pacific region or comparable contexts is highly desirable
C. Core Competencies
- Strong analytical and strategic thinking skills, with the ability to translate complexity into clear, practical, and implementable plans
- Excellent facilitation and consultation skills, including the ability to work respectfully with culturally diverse stakeholders
- Sound understanding of governance, accountability, and decision-making structures in civil society contexts
- Strong written communication skills, with the ability to produce high-quality strategic documents
- Ability to work independently, manage time effectively, and deliver to agreed timelines
