ABOUT THE PROJECT

Papua New Guinea is home to some of the world's largest remaining tropical rainforests and significant biodiversity. Many rural communities depend on forests and natural resources for their livelihoods. However, deforestation, climate change, limited infrastructure and governance challenges continue to affect sustainable natural resource management. Oxfam France, in partnership with Oxfam in the Pacific, will deliver the Forest Connect project. The project supports the European Union's FCCB programme by strengthening the capacity of communities, civil society organisations and private-sector actors to participate in conservation-compatible economic activities and climate-resilient land management.


ABOUT THE ROLE

The Project Coordinator – Grant Management will coordinate and administer the project's grant facilities, ensuring that grants are managed effectively, transparently and in compliance with donor and organisational requirements. The role provides end-to-end support across the grant lifecycle, including promotion, applications, due diligence, contracting, monitoring, reporting and close-out.

The position reports to the Senior Project Manager and works in a matrix arrangement with the Grant Management Risk and Quality Lead. It will support grant recipients to strengthen their capacity in grant management, compliance and reporting, contributing to conservation, climate resilience and sustainable livelihood outcomes.

 

KEY RESPONSIBILITIES

Grant Facility Administration

• Support the implementation and management of the Community Grants Facility and Deforestation-Free Value Chain Grant Facility.

• Coordinate grant calls, application processes and communications with applicants.

• Maintain accurate grant tracking systems, schedules and documentation.


Eligibility Screening and Due Diligence

• Coordinate eligibility assessments and grant application reviews.

• Support organisational, financial, safeguarding and compliance due diligence of applicants.

• Prepare clear grant assessment reports and recommendations.

 

Grant Contracting and Compliance

• Coordinate the preparation of grant agreements and supporting documentation.

• Ensure grant recipients understand their contractual obligations and reporting requirements.

• Monitor compliance with donor, project and organisational requirements, including European Union requirements.

 

Monitoring and Reporting

• Monitor grantee progress against approved workplans, budgets and milestones.

• Review narrative and financial reports submitted by grantees.

• Identify risks, issues and support requirements and escalate them as appropriate.

 

Capacity Building and Support

• Guide and mentor grant recipients on grant management, project implementation, reporting and compliance obligations.

• Coordinate training, induction and ongoing support sessions for grant recipients.

• Promote strong financial controls, accountability and responsible use of grant funds.


Stakeholder and Partner Engagement

• Maintain regular communication with grantees, project partners and relevant stakeholders.

• Support coordination between project teams, partners and grant recipients.

• Facilitate information sharing, collaboration and learning across grant recipients.

 

Record Management and Audit Readiness

• Maintain complete, accurate and secure grant files and supporting records.

• Ensure documentation is audit-ready and compliant with donor requirements.

• Support internal and external audits and follow-up actions as required.

 

ABOUT YOU

Essential qualifications and experience:

• A bachelor's degree in Development Studies, Business Administration, Project Management, Finance, Economics, Public Administration or a related field.

• Three to five years' experience in grants management, programme administration, project coordination or a related field.

• Experience working on donor-funded projects within NGOs, development organisations or community programmes.

• Experience coordinating grant processes, contracts, reporting or compliance activities.

• Experience working with community organisations, civil society organisations or local partners.

• Strong administrative, organisational and record-management skills.

 

Core competencies

Strong organisation and coordination, attention to detail and accuracy, and the ability to manage multiple priorities and deadlines. The role also requires strong written and verbal communication, relationship-building and stakeholder engagement, analytical problem-solving, and a clear commitment to accountability and transparency.

 

Desirable qualifications and experience:

Experience with European Union-funded programmes or similar donor initiatives, community grants or sub-granting mechanisms is desirable. Understanding of safeguarding, MEAL and donor compliance requirements, together with experience working in Papua New Guinea or the Pacific region, will be highly regarded.
