ABOUT THE PROJECT

Papua New Guinea is home to some of the world's largest remaining tropical rainforests and significant biodiversity. Many rural communities depend on forests and natural resources for their livelihoods. However, deforestation, climate change, limited infrastructure and governance challenges continue to affect sustainable natural resource management. Oxfam France, in partnership with Oxfam in the Pacific, will deliver the Forest Connect project. The project supports the European Union's FCCB programme by strengthening the capacity of communities, civil society organisations and private-sector actors to participate in conservation-compatible economic activities and climate-resilient land management.


ABOUT THE ROLE

The Project Officer – Stakeholder Support will strengthen coordination, communication and engagement with project stakeholders, partners and grant recipients, while providing project-level human resources and administrative support. The role serves as a key coordination point between the project team, implementing partners, communities, government stakeholders and Oxfam support functions.

The position reports to the Senior Project Manager and supports project delivery across Papua New Guinea. It will coordinate recruitment and onboarding activities, workforce administration, staff records, learning activities and employee engagement, while helping maintain strong stakeholder relationships and smooth project operations.

 

KEY RESPONSIBILITIES

Stakeholder Engagement and Coordination

• Support the development and implementation of stakeholder engagement plans.

• Maintain strong relationships with project partners, government agencies, community organisations and other key stakeholders.

• Coordinate meetings, workshops, consultations and stakeholder engagement activities.

• Facilitate clear and timely communication between stakeholders and the project team.

 

Partner Support and Capacity Strengthening

• Support partner onboarding and orientation processes.

• Coordinate partner communications and information sharing.

• Assist with organising partner training and capacity-building activities.

• Support partner compliance with project requirements and reporting expectations.

 

Human Resources Support

• Coordinate project recruitment activities, including advertising, interview scheduling, reference checks and onboarding logistics.

• Support staff induction and onboarding and maintain accurate personnel records and documentation.

• Coordinate staff learning and development activities.

• Assist with workforce planning and staffing administration throughout the project lifecycle.

• Support employee engagement, wellbeing and team-building initiatives.

• Ensure HR documentation complies with organisational policies and procedures.

 

Administrative and Operational Support

• Coordinate project meetings, workshops, travel and logistical arrangements.

• Prepare meeting agendas, minutes and action trackers.

• Maintain project filing systems, records and documentation.

• Provide general project administration and coordination support as required.

 

Communications and Information Management

• Manage stakeholder contact databases and engagement records.

• Support the dissemination of project updates, notices and information.

• Maintain accurate records of consultations, meetings and stakeholder feedback.

• Support reporting on stakeholder engagement activities.

 

Community and Partner Relationship Management

• Act as a first point of contact for stakeholder enquiries.

• Support the resolution of stakeholder concerns and operational issues.

• Promote collaboration and information sharing across project partners and stakeholders.

• Strengthen relationships that support successful project delivery.

 

Coordination and Matrix Working

• Work closely with the Senior Project Manager and People and Culture team.

• Coordinate with Finance, MEAL, Communications and Safeguarding colleagues.

• Maintain productive working relationships with project partners, communities, consultants and service providers.

• Support alignment between project operations and organisational policies and procedures.

 

ABOUT YOU

Essential qualifications and experience:

• A bachelor's degree in Human Resources, Business Administration, Development Studies, Public Administration, Social Sciences or a related field.

• Three to five years' experience in stakeholder engagement, project coordination, administration, human resources or a related field.

• Experience working within NGOs, development programmes or donor-funded projects.

• Experience coordinating meetings, workshops, consultations and stakeholder engagement activities.

• Experience providing HR or people-administration support, including recruitment and onboarding.

• Experience working with diverse stakeholders in community, government or development settings.

• Strong organisational and relationship-management skills.

 

Core competencies

Strong interpersonal and relationship-building skills, excellent organisation and coordination, and clear communication and facilitation. The role also requires the ability to manage multiple priorities and stakeholders, a high level of professionalism and confidentiality, sound problem-solving and stakeholder-management capability, and strong administrative attention to detail.

 

Desirable qualifications and experience:

Experience supporting HR processes and workforce administration, donor-funded programmes, community organisations or partner networks is desirable. Knowledge of Papua New Guinea employment practices and HR administration, together with experience working in Papua New Guinea or the Pacific region, will be highly regarded.
