ABOUT THE PROJECT

Papua New Guinea is home to some of the world's largest remaining tropical rainforests and significant biodiversity. Many rural communities depend on forests and natural resources for their livelihoods. However, deforestation, climate change, limited infrastructure and governance challenges continue to affect sustainable natural resource management. Oxfam France, in partnership with Oxfam in the Pacific, will deliver the Forest Connect project. The project supports the European Union's FCCB programme by strengthening the capacity of communities, civil society organisations and private-sector actors to participate in conservation-compatible economic activities and climate-resilient land management.


ABOUT THE ROLE

The Communications Officer will develop and deliver the Forest Connect project's communications, visibility and knowledge-management outputs. The role is central to communicating project results and impact, meeting European Union donor visibility requirements, supporting learning and accountability, and strengthening engagement with communities, partners and stakeholders.

The position is based in Papua New Guinea, reports to the EU FCCB Senior Program Manager and works in a matrix arrangement with the Communications Coordinator. The role has no direct reports.

 

KEY RESPONSIBILITIES

Project Communications and Visibility

• Develop and implement the project communications and visibility plan.

• Ensure compliance with European Union visibility, branding and acknowledgement requirements.

• Support the project launch and other major communication milestones.

• Maintain consistent, accurate and accessible messaging across project communications.

 

Content Development and Storytelling

• Produce high-quality content, including case studies, success stories, reports, briefs and digital materials.

• Document project results, learning and impact in clear and compelling formats.

• Support the communication of community-level outcomes and locally led change.

• Edit and quality-check communication products before publication or distribution.

 

Knowledge Management

• Capture, organise and maintain project learning, evidence and communication assets.

• Develop knowledge products and learning materials for internal and external audiences.

• Support the dissemination of lessons learned, good practices and project evidence.

• Ensure communication materials and knowledge products are appropriately stored and accessible.

 

Internal and External Communications

• Support effective communication across project teams, partners and stakeholders.

• Prepare communication materials for donors, partners and other stakeholders.

• Coordinate communication inputs for project reports, events and stakeholder engagements.

• Ensure project messaging remains aligned with Oxfam standards and agreed project objectives.

 

Digital and Media Engagement

• Support the use of digital platforms, including social media, websites and Oxfam's communication channels.

• Develop and adapt digital content for relevant audiences and platforms.

• Support media engagement and the preparation of media materials where required.

• Monitor the quality, relevance and consistency of published project content.

 

Coordination and Communication Support

• Work closely with the Senior Project Manager, project and technical teams, project partners and the Oxfam Communications Team.

• Provide communication support for project events, training activities and stakeholder engagement.

• Maintain productive relationships with project partners, media outlets, donor representatives and other stakeholders.

• Coordinate inputs, approvals and timelines for communication products and activities.

 

ABOUT YOU

Essential qualifications and experience:

• A bachelor's degree in Communications, Media, Journalism, Development Studies or a related field.

• Three to five years of communications experience, preferably within a development or NGO setting.

• Experience developing communication materials and content, including reports, case studies and digital content.

• Experience supporting donor-funded programmes, including visibility and reporting requirements.

• Strong writing, editing and storytelling skills.

• Experience working effectively with multiple stakeholders and teams.

 

Core competencies

Strong written and verbal communication skills, creativity and storytelling ability, excellent attention to detail, and the ability to manage multiple tasks and deadlines. The role also requires strong coordination, collaboration and relationship-management skills, particularly when working within donor-compliance requirements.

Desirable qualifications and experience:

Experience working on European Union-funded or other donor-funded projects is desirable. Experience in climate, environment or development programmes, together with skills in photography, videography or digital-content creation, will be highly regarded.
