ABOUT THE PROJECT

Papua New Guinea is home to some of the world's largest remaining tropical rainforests and significant biodiversity. Many rural communities depend on forests and natural resources for their livelihoods. However, deforestation, climate change, limited infrastructure and governance challenges continue to affect sustainable natural resource management. Oxfam France, in partnership with Oxfam in the Pacific, will deliver the Forest Connect project. The project supports the European Union's FCCB programme by strengthening the capacity of communities, civil society organisations and private-sector actors to participate in conservation-compatible economic activities and climate-resilient land management.

ABOUT THE ROLE

The Finance Officer will support the effective day-to-day financial management of the Forest Connect project. The role is responsible for accurate financial processing, record management, compliance and reporting, and provides operational support to the Finance Coordinator and the wider project team.

The position reports to the Finance Coordinator. It plays an important role in maintaining reliable financial records, strong internal controls, donor compliance and audit readiness throughout the project lifecycle.

 

A total of four (4) Finance Officer positions will be recruited under the project. Of these positions, three (3) Finance Officers will be based in Papua New Guinea (PNG), while one (1) Finance Officer will be based in Fiji.

 

KEY RESPONSIBILITIES

Financial Administration

• Process financial transactions accurately and in a timely manner.

• Maintain complete and accurate financial records and supporting documentation.

• File and store financial documents in accordance with organisational requirements.

• Support month-end and year-end financial processes.

 

Accounts Payable and Receivable

• Process payments, supplier invoices, advances, acquittals and reimbursements.

• Verify supporting documentation before processing transactions.

• Monitor outstanding advances and follow up on acquittals.

• Assist with account reconciliations where required.

 

Budget Monitoring Support

• Support budget tracking and expenditure monitoring.

• Assist the Finance Coordinator to identify budget variances and potential financial issues.

• Prepare financial information and routine reports as requested.

 

Grant Financial Administration

• Support financial processing for grants and partner payments.

• Assist with reviewing partner financial reports and supporting documentation.

• Maintain complete grant financial records and filing systems.

• Monitor grant payment schedules and financial-reporting deadlines.

 

Financial Compliance and Controls

• Ensure compliance with Oxfam's financial policies and procedures.

• Apply internal controls and financial-verification processes.

• Support compliance with donor financial requirements.

• Promptly escalate financial irregularities, risks or concerns.

 

Audit and Reporting Support

• Support preparation for internal and external audits.

• Compile financial records and supporting documentation.

• Ensure financial files are complete, organised and audit-ready.

• Contribute to donor and management financial-reporting requirements.

 

Partner and Staff Support

• Provide day-to-day guidance to project staff and partners on financial procedures.

• Assist with financial orientation and training sessions where required.

• Respond accurately and promptly to routine finance-related enquiries.

• Maintain productive relationships with project partners, grantees, suppliers, auditors and financial institutions.

 

ABOUT YOU

Essential qualifications and experience:

• A diploma or bachelor's degree in Accounting, Finance, Business, Commerce or a related field.

• Three to five years of experience in finance, accounting or financial administration.

• Experience using financial systems and managing financial records and transaction processing.

• Experience supporting project, programme or organisational budgeting and reporting.

• A good understanding of financial controls and compliance requirements.

• A high level of accuracy and attention to detail.

 

Core competencies

Strong numerical and analytical skills, excellent organisational and record-management ability, sound judgement and integrity, and a commitment to accountability and responsible financial stewardship. The role also requires the ability to meet deadlines, manage competing priorities and provide effective support to staff, partners and other stakeholders.

 

Desirable qualifications and experience:

Experience within an NGO, development programme or donor-funded project is desirable. Familiarity with grant financial management and partner financial reporting, experience supporting audits and donor-compliance processes, and progress towards a professional accounting qualification such as CPA, CA or ACCA will be highly regarded.
